International workshop on conflict, coordination, and governance in local development

The evolution of local decision-making is determined by the dynamic equilibrium between conflict and co-operation behavior of interest groups. One way of understanding local governance and its institutions is to regard it as a product of an ongoing interest reconciliation process between various local, national and global stakeholders. To meet the needs of citizens, to facilitate local development, effective and transparent institutions and policies must be developed, accompanied by appropriate legal and administrative frameworks. But local development policies can be sustainable only if the institutional arrangement accounts for the division of powers, competencies and resources within national, regional and local administrations, pays attention to empowering civil society and to involve it in the management of its own affairs.

The aim of the workshop is to focus on the behavior and interaction patterns of various stakeholder groups, as they influence decision making in local development. In particular, the workshop should reveal, how compromises are reached when national development strategies are adapted to local needs. The workshop will contribute to understanding of the above phenomena by applying the comparative method: this will be reached by comparing experiences and best practices of various countries and localities across several policy areas and policy instruments. The organizers of the workshop welcome contributions applying the above conceptual framework. Case studies applying the methods of stakeholder analysis and conflict resolution for local development issues are particularly welcome.

Topic areas of the Workshop:
- Social conflicts, deviance and social care. (Areas of local policy: Migration management, Social Inclusion, Social Policy, Information Society).
- Creating working places. (Areas of local policy: Employment policies and SME development).
- Physical development in urban and rural settings. (Areas of local policy: Infrastructure development, Housing, Transport, Environment Protection).
- Bridging the Public-Private gap (Areas of local policy: Local democracy, NGOs and civil society, Government-to-Citizen Communication)
