Bologna Tanácsadói Hálózat

A Bologna Tanácsadói Hálózat tagjainak alapvető feladata, hogy támogassák a Bologna folyamat megvalósítását, népszerűsítését, az elvek bemutatását. Munkájuk során részt vesznek intézménylátogatásokon, az ECTS / Oklevélmelléklet Minőségi Díj előszelekciójában, a Tempus Közalapítvány által, a Bologna Tanácsadói projekt keretén belül szervezett rendezvényeken, illetve az Európai Bizottság által meghatározott konferenciákon. Ezeken előadást, prezentációt tartanak, esetenként publikációkat, esettanulmányokat készítenek.

ACTIVITY PLAN OF THE HUNGARIAN BOLOGNA EXPERT TEAM
The objectives of this proposal are to support the implementation of the Bologna process in Hungary, to contribute with information and promotion activities to modernising Hungarian universities in line with the relevant EU policies and to help Hungarian HEIs in realisation of the aims of the European Higher Education Area.
The context of the work carried out by the National Team will be to assist the Hungarian higher education sector and policy makers in
Implementing the principles of the Bologna action lines as the introduction of the framework for qualifications for innovative and transparent higher education.
Developing their strategy for lifelong learning provision through counselling to higher education institutions on the following areas
• internal and external quality assurance
• 3-cycle system: curricular reform, national and European qualification frameworks (NQF/EQF), Tuning
• recognition (ECTS, Diploma Supplement, Europass, Lisbon Recognition Convention, ECTS / DS labels).
• the implementation of the Erasmus programme.
Help some of the target groups in better understanding the Bologna process.

The project takes fully into account the objectives of the Call for proposals. The information activities in this proposal have been determined in consultation with the current Bologna promoters in Hungary, the Ministry of Education and Culture and the BFUG members. The activities take into account the budget allocated to Hungary; they relate closely to the needs of Bologna promotion and are likely to contribute actively to the better realisation of the Bologna process in our country.

Activity plan

I. International activities
Hungarian Bologna promoters will attend the international events and trainings organised by the European Commission in order to get up-to-date information on current Bologna issues, to exchange experience and information with Bologna promoters from other countries.
As participation at some of these events are compulsory, but their list is not yet available at the time of writing this proposal, we could not put an all inclusive list in the budget plan, but we expect that the amount set aside for these international missions will be sufficient.

I. 1. Joint “neighbourhood” Bologna workshop
The proposed goal of the event will be to enhance / strengthen the co-operation between Austria, Croatia, the Czech Republic, Slovakia, Slovenia and Hungary, namely the Bologna experts, with regard to the various aspects of the Bologna process and to establish a forum for exchanging experiences and possible common activities in the future.

II. National activities
National activities will be coordinated by the Tempus Public Foundation that carries out the technical and organisation activities related to the project. TPF will work closely together with the Bologna promoters, the Hungarian Ministry of Education and Culture, the National Bologna Committee and the Hungarian members of the Bologna Follow Up Group.
This project plan was drawn up after a consultation with the current Bologna promoters, the Board of Trustees of TPF, the Ministry of Education and Culture, and the Hungarian Members of the BFUG.

II.1. Understanding by research and participation
The Hungarian Bologna Promoters’ Network intends to engage relevant doctoral schools and / or young researchers to conduct three small-scale research projects in the following themes:
• Using Learning Outcomes in Higher Education and Assessment
• Stocktaking Report on Student Support Services in Hungary
• The Process of Internationalization of Hungarian Higher Education

The research results will be published as studies, both on-line and in hard copy. Besides, the results will be discussed at three conferences. Our aim is that the process of research, publishing and analysing results help all participants (e.g. researchers, respondents, higher educational staff, and other stakeholders) to achieve in-depth understanding of the Bologna Process, to use Bologna-tools better and to enhance the implementation of Bologna issues highlighted at the ministers’ conference in London.

II.2. Maintenance of the Bologna website (www.bolognafolyamat.hu).
This website was created in 2005 and contains information on the Bologna promoters’ activities, along with key documents in English and the presentations and publications from the former Bologna promotion projects.
In 2007, TPF upgraded and complemented it with brief, Hungarian-language versions of some key Bologna documents that are most likely to influence legal or institutional regulations.

Outcome: updated website, which is known and frequently used by the target groups

II.3. Translation
In 2007/08 the Hungarian Bologna Promoters’ Network did a very successful research on the implementation of the Bologna Process. The amount of the responses were overwhelming, more than 110 respondents sent back the questionnaire. We published it on-line in Hungarian, and now we intend to translate it to English and publish the study on-line.

II.4. Flyer on Bologna Process for pupils
Each year since 2006, we publish a flyer for pupils on the Bologna Process, its objectives, the implementation in Hungary and on the related changes in the Hungarian higher education system. We will also print it in 2008.

II.5. Assist the re-launch of the ECTS and DS labels

II.5.1 Promoters’ training
Two Hungarian Bologna promoters will attend the training seminar in Madrid.

II.5.2. Information campaign and counselling
Regarding the implementation procedure of the ECTS and DS label, the project plans a promotion campaign targeting higher educational institutions. Past experiences show that it is necessary to prepare a greater activity; counsellors will promote the labels on an information day organised by Tempus Public Foundation. We expect approximately 10 percent of HEIs will be interested in applying for the labels.

Promoters will provide counselling to single institutions according to HEI’s needs. On the Bologna website and in our e-newsletters, we will inform HEIs about the label and provide counselling.

II.5.3. Screening
The TPF will organise screenings and site visits with the assistance of ECTS/DS Counsellors.
